Where is Network Utility in El Capitan?

It is easy!
You just need to type "network utility" in spotlight (the icon in the top right hand corner).
Then drag the icon of network utility to your Dock.

That's it :D

    not solving the riddle, what if i want to know the exact location of where is the app is?

    Go to Folder menu
    /System/Library/CoreServices/Applications/

    Once you search and find it, put it in your dock and you won't have to look for it again
